Default Outlook 2007 - why no ribbon?

Outlook actually has the most complex ribbon implementation of any Office program -- http://blogs.msdn.com/jensenh/archiv...18/514300.aspx. They just apparently didn't have time to get it done for the folder window.

Does anyone have any idea why the same task driven ("ribbon") interface
couldn't have been applied to Outlook 2007? I know it's there in the
mail dialog, but surely it could have also worked in the main Outlook
window.

Outlook just looks a little out of place now...
