Default Outlook won't open because it cannot open outlook.ost

I still have the same problem. It won't let me delete it. It say you cannot
delete your mail, ..... It says you have to create a new location for your
personla data. From the file menu, click Data File Managment, and then click
add. So I couldn't delete it because of this. I went and set-up a new email
and made that the default, but when I run outlook I get the same error as
before

After furious head scratching, Soheil asked:
