Deleting messages from where (Inbox,Outbox and etc) Also need version of Outlook

I use Outlook Express so I'm not familiar
with the difference using Outlook.

My Son called and said he is unable to delete any messages using Outlook.
Someone suggested rebuilding the .pst
file using scanpst.exe and scanost.exe
but we can't find the location of these files.

It said they were in the Office folder but
we can't find either file.
