Default Importing into Outlook 2003

I suspect there is more you've left out.
Did you do an in place upgrade from Outlook 2000 IMO mode?
If so, my recommendation is even more compelling: Create a new profile!

No. Outlook 2000 files are perfectly compatible with Outlook 2003.
There's
probably more to your story than you've told us for you to have developed
this problem.
