Unless you're approaching the maximum size of the older PSTs or need Unicode
data in them, there's no reason to switch if you don't want. Autoarchiving
works fine in either the old or the new format PSTs.

We have users moving from Outlook 2000 to Outlook 2003 and they would
like to keep using their existing PST files. Otherwise they need to
create the new format PST files.

They're welcome to keep their existing PSTs and they'll continue to work.
