If the boss only makes them delegates of the calendar, is there anything they
can send on behalf? I thought that a delegate can only send on behalf if
they have access to the inbox, so if it's only Calendar, its safe...?

IF the manager makes those people delegates, he/she will see an option to allow delegates to see private appointments. Of course, making them delegates also gives them Send On Behalf Of permission, which might not be what you want.
