Yes, Microsoft meant the export (of messages) to provide an easy transition
to Outlook or Exchange. It can be a source of befuddlement when users expect
a different result. The help file mentions Outlook and Exchange, but could
have been explicit. Exporting messages without Outlook or Exchange installed
causes the error.

Get OETool (www.oehelp.com/OETool/) and OEQB (www.oehelp.com/OEBackup/)
and
put them in the same directory. Then there is a button in OETool that
will
run OEQB and backup to 3 levels of redundancy just with a click of the
button.
