You can use any one of those .pst files. Once you import the Contacts it
will have emails and Contacts in separate folders.
Make a Contact folder in it as the destination Contacts Folder. Right
click, New Folder, call it Contacts, set the type to Contacts. Then do the
import.

I've tried that, too, from both the Contacts view and the Folder view.
When
I try to import to a "destination" folder, the only folders available to
me
are non-contact folders (pst files of archived email).

Hmmm. I've been creating pst files with only emails in them for
years. I could create a pst file of the entire mailbox, which would
include the calendar and contacts, but I choose only to "pst" the
emails. That's how I archive them. That's how I archive email for
many users on our network.
Anyway, my problem is that my "contacts" destination folders are not
showing, so there is no place to import contacts from an excel sheet.
Does anyone know why I can't see my contacts folders?
Sure. Switch to the Contacts or All Folders view of the Navigation Pane.
The Mail view will should you only mail folders.
