Default importing a.pst file:"access to the .pst file is denied"

Answer to immediate question/problem is that the PST file needs to be copied
to a hard drive and the "Read-Only" attribute removed.

If you've also "exported" to a PST file with the intent of "importing" that
resulting file - absolutely wrong approach. Not necessary and ill-advised.
Can only lead to potential problems either now and/or in the future. Simply
copy the original PST file "from" old machine "to" new machine. If done via
CD - do the above to clear the RO attribute.
