Thanks guys for all you help. Problem solved.
After trying to go back to a good set point, I
tried to think
of what else in the way of a program I had that
might be
messing with Outlook. So I did a clean up of
programs I
hardly or never use. Didn't make any difference.
Then I
remembered I had loaded "Motorola Phone Tools" for
my
new cell phone. So I removed it and walla,
Outlook now
works. Haven't had time to contact Motorola and
find out
why it interferes. So for now until I solve this
mystery I can
just load and remove when needed.

Thanks again !

Thanks Brian.....I assume the
"click ToolsOptionsOtherAdvanced
Options....should be
done from Outlook ?

Yes.

Can't do that as the
original problem, the
box that says, "A program is trying to access
e-mail addresses
you have stored in Outlook. Do you want to
allow
this?" comes
up and Outlook freezes so I can't get to the
tools.....

See if this tool will point you to the add-in
that's interfering:
http://www.mapilab.com/outlook/security/ . You
can then uninstall the
add-in.
