Suggest reading the article I posted so you can figure out which application
is causing the problem.

updates. MS Updates said they were already
installed. It shows I have
ver 9.0.8961 - SP3. Any more suggestions. Can't
afford an
upgrade of Office.

It is the very well documented Email Security
feature that was implemented in Outlook 8 years
ago. You must be running something very outdated
to be getting this prompt.
