There is nothing in SP1 that I know of that would do that.

without outlook update the full name button still exist. Is it possible that

What this looks like to me is that you're actually loading a custom contact form, not the standard form. (The layout has been heavily customized; the omission of the Full Name button isn't the only change.) This could be the case if the registry substitution method described at http://www.outlookcode.com/article.aspx?ID=39 had been used to make a custom form the default for contacts. Check for registry entries under HKCU\Software\Microsoft\Office\12.0\Outlook\Custom Forms

Note that the layout that you see for the contact form in design mode really has nothing at all to do with the layout of the standard contact form.
