In both cases, I connected this mailbox as a secondary mailbox.
Actually, I just tested with a profile that connects directly to that
mailbox and found the "Folder Visible" permission is available, which
resolves my issue.

Does anyone know if there is any change to be made on Outlook 2003 so that
the "Folder Visible" permission will be available because my Outlook 98
machine will be de-commissioned at any time?
