Outlook 2003 SP3 - Problem with rules & Junk E-Mail

However it don't work with Outlook 2003SP3
Any ideas who to troubleshoot?

Office 2003 SP3 introduces tons of bad behavior. Do yourself a favor
and uninstall and reinstall Office 2003, then install Service Pack 2
and wait until Microsoft fixes this train wreck. It's been 3 months
since it was released. A solution expected at any time...
