Have you searched the Knowledge Base for the countless causes for this
error? Suggest doing so and trying the one(s) that most nearly fit your
steps to repro your problem.

I am running Outlook 2003 with Vista. I have restarted Outlook with no
change in behavior. This problem has occurred previously and seemed to

very briefly after reinstalling the application. The reinstall seemed to
have fixed the issue for a couple of days, but then it reappeared. Any
