Default Outlook 2007 delay email

If you're running in Cached mode this is normal - at least I assume the
behaviour hasn't changed since Outlook 2003.

See http://support.microsoft.com/kb/918824 - the problem isn't the same but
there's an explanation in that article.

If you want it to work the same as OL2002, try it in Online mode.

server mailbox, not pst file in client machine.
