Recreate the profile on the PC in question perhaps? Did you check any of the
other switches to see if they might help?

The outcmd.dat file is hidden. You have to unhide hidden folders and files

Windows Explorer. Then just do a file/folder search for it. Make sure
Outlook
is closed when you rename it. Choose something like outcmd.dat_old or
something similar.
