Create a folder on the drive accessible to both operating systems. In one
OS, rename the PST to that folder and then start Outlook. When it complains
that it can't find the PST, browse to its new location, select it, and click
OK. Outlook will open as normal. Shutdown the OS.

Boot the second OS rename its PST out of the way. Start Outlook and when it
complains, browse to the PST on the shared drive, select it, and click OK.

One thing of which to be awa if you reference the same account in each
Outlook and leave copies of messages on the server, you will get duplicates
because one Outlook will have no idea that the other has downloaded any
messages and if they're still on the server, will download them believing
them to be new (which they will be to the current Outlook).
