Default Outlook 2003 and NT Profiles

Isn't a viable option at the moment, can't go into details as "why" I am
afraid.

Why not? If you use folder redirection to keep them tiny, they don't take
up much space. You can also choose not to allow the inclusion of certain
folders, via GPO.
