Outlook has no restrictions unless placed there by an Exchange or other Email Admin who may work for your company. If this is a home installation, your ISP will set the limits. The notice did not automagically appear, it was sent from your ISP. If you right click on it and select options, you will see the originator of the message.

Contact your ISP for their limits.
